how do I record a voice message so people can leave a message when my phone is turned off

My S40 has been very light, even slow when texting, loading web pages takes several minutes even when using Wi-Fi. I've checked my settings, and I have plenty of storage space and have only installed a handful of non factory apps. Anything I can do to speed things up or determine what the issue may be?
